These violations not only infringe upon the basic rights of citizens but also pose a direct threat to physical safety, the right to life, and the right to secure housing. They reflect an ongoing failure to uphold human rights in Egypt.

Within this short period, the Center has documented three grave incidents that fall under the category of gross human rights violations:

1.The killing of civilians in Matrouh Governorate by security forces under suspicious circumstances that suggest extrajudicial executions. These killings were carried out without any clear legal procedures or arrest warrants preceding the use of lethal force. This type of unlawful killing strikes at the core of fundamental rights and dismantles the legal safeguards meant to protect citizens’ lives.

2.The death of a detainee inside Helmeyat El-Zaytoun Police Station in Cairo, following his exposure to torture and inhumane treatment. This incident constitutes a blatant violation of all international conventions prohibiting torture and demonstrates a complete disregard for human dignity and basic freedoms.

3.The violent suppression of peaceful protests by residents of Warraq Island, involving the excessive use of force, including the firing of tear gas in densely populated residential areas. This led to injuries among civilians, including women and children. Such reckless and unjustified use of force reflects the authorities’ treatment of citizens as adversaries rather than holders of legitimate rights.

These three incidents clearly indicate an ongoing pattern of systematic violations that entirely ignore Egypt’s obligations under international human rights law. This includes blatant breaches of the International Covenant on Civil and Political Rights, as well as the Convention Against Torture, both of which Egypt is a signatory to.

The Andalus Center for Tolerance and Anti-Violence Studies holds the Egyptian Ministry of Interior fully responsible for these violations and demands the following:

1.Immediate, independent, and transparent investigations into these incidents, with those responsible—both perpetrators and those who issued the orders—held accountable and brought to justice.

2.The National Council for Human Rights must fulfill its oversight role by documenting these violations and demanding full transparency from the authorities regarding the security practices involved.

3.Urgent action from the UN Special Rapporteurs on extrajudicial executions, torture, and the right to adequate housing, calling on them to investigate these cases and take appropriate measures with the Egyptian government.

The continuation of such violations without accountability or oversight not only threatens human rights but also poses a genuine risk to social peace in Egypt. What is happening in the Egyptian streets today—ranging from violent repression to physical liquidation and excessive use of force—feeds a culture of fear and leads to the proliferation of violence and social tension, ultimately jeopardizing the stability of society as a whole.

The Andalus Center for Tolerance and Anti-Violence Studies expresses its deep concern over the continued escalation of violations committed by Egyptian security forces during the past 48 hours.
